| Abstract |
Lawrence Berkeley National Laboratory hosted a webinar on November 6, 2017, titled "Value-Added Electricity Services: New Roles for Utilities and Third-Party Providers." To view a video of the recording click here. New energy generation, storage, delivery, and end-use technologies support a broad range of value-added electricity services for retail electricity customers. Sophisticated energy management services, distributed generation coupled with storage, and electric vehicle charging are just a few examples of emerging offerings. Who should provide value-added services — utilities or third parties, or both, and under what conditions? What policy and regulatory changes may be needed to promote competition and innovation, to account for utility costs to enable these services, and to protect consumers? The report approaches the issues from three perspectives: utilities, third-party service providers, and consumers:
